The Reference Group includes membership from Aborginal community stakeholders, the Queensland Government and the Commonwealth Government. In addition, a Technical Working Group provides specialist advice on methodology and data analysis for the evaluation project.
Community justice groups (CJG)
Groups are funded through the Queensland Government and are usually comprised of local people from within each community.
CJGs are responsible for developing alcohol management plans. Once a group has been established it will have the authority to:

- provide recommendations to the government and to any Community Liquor Licence Board about canteen operations
- make recommendations to the Minister administering the Liquor Act 1992 about declarations of restricted areas
- implement local strategies to address justice issues in their community.
